A high-speed police pursuit over 10 miles through Laguna Canyon in the pre-dawn hours Wednesday, Aug. 6, ended without injury and the arrest of an allegedly drunk driver in Irvine, police said.

Joshua Caleb Bucklin, 28, of Irvine, was charged with suspicion of felony evading and drunk driving, Laguna Beach police Capt. Jason Kravetz said. Bail was set at $20,000.

The pursuit began when a vehicle flew by a Laguna Beach officer at speeds exceeding 100 m.p.h. at 3:32 a.m. near Boat Canyon. At the time, Newport police had yet to broadcast that their officers had lost sight of a suspected drunk driver as he entered Laguna, Kravetz said.

Laguna took up the chase, following a black 2011 Honda Ridgeline from Coast Highway to Ocean Avenue, where the truck proceeded the wrong way on a one-way street, onto Laguna Canyon Road and southbound on the 405 freeway to exit at Irvine Center Drive.

“Fortunately there was hardly any traffic on the roadway at this hour,” said Kravetz, noting that the fleeing driver turned off the truck’s headlights during the pursuit.

The vehicle pulled into an underground apartment complex parking garage and the officer detained the driver until backup officers arrived to assist, Kravetz said.

Paul Clark, suspected in a Laguna Beach mortgage fraud.

Paul Clark, suspected in a Laguna Beach mortgage fraud.

After a two-year investigation, police investigators arrested a 51-year-old Pasadena man Wednesday, Sept. 17, in Los Angeles, now accused of a $400,000 mortgage fraud involving a Laguna Beach home.

Police allege Paul Clark siphoned $400,000 in cash from Chase bank in 2012 by obtaining a new mortgage on a home in the 3000 block of Mountain View that lacked a mortgage, Capt. Jason Kravetz said.

The rightful owner resided elsewhere while remodeling the Mountain View property and discovered the fraud in 2012 when he started receiving foreclosure notices, Kravetz said.

Clark used sophisticated methods to hoodwink the lender into issuing a new mortgage, including a stolen notary stamp as well as obtaining an appraisal and recording the new mortgage in the owner’s name, Kravetz said. “It took a lot of time and effort to pull off,” he said.

Det. Larry Bammer identified Clark as a suspect through the bank account where the money had been wired, said Kravetz, adding that Clark apparently victimized an elderly Rancho Cucamonga woman in a similar scam.

Fast-Moving SUV Causes Pile-up

An SUV traveling at a high rate of speed instigated a five-vehicle collision on Park Avenue near midday Wednesday, Oct. 29, police said.

Police temporarily closed Third Avenue and a portion of Park Avenue between Reed and Through Streets to clear the area.

Five people were transported for medical treatment and all the motorists involved appear to be adults, said Capt. Jason Kravetz, who was unable to provide any details on their medical status.

Based on preliminary information, the accident was apparently caused by a Lexus SUV traveling westbound on Park Avenue that rear-ended one car and then plowed into an SUV, which caromed into a parked pick-up that pushed into yet another car, Kravetz said.
