Laguna Detectives Arrest Man Suspected of Stealing Over $585K

In November 2016, a Laguna Beach resident reported to the Laguna Beach Police Department that he had been the victim of check fraud. Detectives began an investigation, which revealed that the victim’s maintenance repair man, Jose Angel Martinez Casillas, was the suspect.

After a lengthy investigation, which included interviewing several involved parties and authoring 12 search warrants to several businesses and banks, detectives determined that Casillas had cashed/deposited 56 stolen checks over a six-month period, totaling $431,580, and was also responsible for 41 fraudulent electronic transactions totaling $154,016.74, for a total loss of $585,596.74.

A felony arrest warrant, which included 98 felony counts (forgery, grand theft, and burglary) was issued for Casillas, and Laguna Beach detectives took Casillas safely into custody on Sept. 6.

“The assigned detectives in this case did an outstanding job,” said LBPD Sgt. Jim Cota. “They collaborated with the OCDA’s office and conducted a thorough and lengthy investigation that yielded numerous charges. It was a great feeling for the detectives to locate Mr. Casillas this morning and put an end to his criminal activity.”

Traffic stop. 1:24 a.m. Anita Street and South Coast Highway. A 35-year-old Aliso Viejo man was arrested for driving under the influence of drugs and held for $2,500 bail.

Foot patrol. 8:57 p.m. 3200 block of Alta Laguna Boulevard. Anaheim resident Jose Brian Mendozaruiz, 21, was arrested for an outstanding warrant and held for $15,000 bail.

Traffic stop. 11:33 p.m. 900 block of Laguna Canyon Road. A 23-year-old Garden Grove woman was arrested for DUI and held for $2,500 bail.

Traffic stop. 11:56 p.m. Broadway Street. A 61-year-old Anaheim woman was arrested for DUI and held for $2,500 bail.

Traffic stop. 12:22 a.m. 20600 block of Laguna Canyon Road. A 26-year-old Fountain Valley man was arrested for DUI and held for $2,500 bail.

Traffic stop. 2:25 a.m. Montage Resort Drive and Coast Highway. A 23-year-old Newport Beach woman was arrested for DUI and held for $2,500 bail.

Traffic stop. 2:45 a.m. Broadway Street. A 24-year-old Trabuco Canyon man was arrested for DUI and held for $2,500 bail.

Attempt to locate. 2:12 p.m. 500 block of Forest Avenue. Police located a suspect from an earlier garage fire and arrested Laguna Beach transient Jermaine Austin Sterling, 33, for felony arson. Sterling was held for $250,000 bail.

Thursday, Sept. 6

Drunk driving. 10:05 p.m. El Toro Road and Laguna Canyon Road. A 56-year-old Laguna Beach resident was arrested for DUI and held for $2,500.

Fraud report. 4:56 p.m. 21600 block of Wesley Drive. A woman reported a loss of $4,300 after falling victim to a scam. The woman said someone emailed her posing as her boss and asked for her personal information.

Traffic stop. 11:59 p.m. Laguna Avenue and South Coast Highway. A 56-year-old San Juan Capistrano man was arrested for DUI and held for $2,500 bail.

Thursday, Sept. 20

Traffic stop. 12:44 a.m. Mountain Road and South Coast Highway. Drew Marie Gallagher, 21, of Mission Viejo, was arrested for DUI and held for $10,000 due to one prior offense.

Traffic stop. Coast Highway and Vista Del Sol. 12:14 p.m. An Irvine resident was arrested for an outstanding court warrant and an additional charge of knowingly bringing a controlled substance into a jail ($25,000 bail).

Grand theft. 11:24 a.m. Legion Street and South Coast Highway. A palm tree worth approximately $2,000 was stolen from a dirt lot at the property on Sept. 18.

Fraud report. 5:38 p.m. 800 block of Quivera Street. A resident reported a loss of $800 after falling victim to an electric bill scam.

Disturbance. 6:28 p.m. Locust Street and Monterey Drive. Joseph Charles Group, 52, of Anaheim, was arrested for two outstanding warrants for violation of post release community supervision and possession of drug paraphernalia ($5,000 bail). Group was seen screaming profanities and attempting to get into the vehicle of an elderly man, who was able to drive away.

LBPD Seeks Help Identifying Forced Entry Suspects

Police are seeking help identifying two suspects who forced entry into an occupied room at the Seaside Laguna Inn.

Police are seeking help identifying two suspects who forced entry into an occupied room at the Seaside Laguna Inn.

On Sept. 13, the two subjects pictured were captured on video surveillance at the Seaside Laguna Inn in Laguna Beach. The suspects arrived at the hotel in a dark colored sedan (unknown make/model) and loitered on the property for several minutes prior to forcing entry and entering an occupied room.

The suspects remained in the room for only a few seconds prior to fleeing the scene. The two female occupants were asleep in the room and did not see or hear the suspects, but later reported their door had been opened overnight. The women were shown the video surveillance footage, but they did not recognize either suspect and do not believe any of their personal property was taken.

Suspect 1 is described as a white male with thin build, wearing a grey shirt, olive jacket, blue jeans, and dark shoes with white soles. He carried a flashlight and was the suspect who forced entry into the room.

Suspect 2 is described as a white male with medium build (large gut), wearing a black hat with red lettering (Muggle), blue jeans, and black Converse sneakers with white soles. He had tattoos on both arms, stud earrings in both ears, and a possible face piercing on his right upper cheek area.

Police Looking for Credit Card Theft Suspects

LBPD is looking to identify two credit card theft suspects who took cards from an unlocked vehicle at the Aliso Beach parking lot on Oct. 10.

On Oct. 10, several credit cards were stolen from a woman’s unlocked vehicle while it was parked at the Aliso Beach parking lot in Laguna Beach.

The victim reported one of her credit cards was later used at Home Depot in the city of Costa Mesa. Video surveillance was later obtained, which showed a male and female fraudulently purchasing a DEWALT 8-Tool Kit valued at $499.

Suspect 1 is described as a female Hispanic, heavy-set with dark braided hair and a possible tattoo on her left upper arm, wearing a black top, black pants, and black sandals. Suspect 2 is described as a male Hispanic, heavy set with dark hair, wearing an orange collared shirt, blue jeans, and white sneakers.

Anyone with information on the identity of either suspect is asked to contact the LBPD at 949-497-0701.

Police: 7 Detained After Panga Boat Lands on West Street Beach

At 7 a.m. on Thursday, Nov. 29, Laguna Beach Police, Laguna Beach Lifeguards, and U.S. Customs and Border Protection responded to a panga boat landing at West Street Beach in South Laguna.

Sgt. Jim Cota said seven subjects had been detained as of Thursday afternoon, and authorities were still looking for others after obtaining a video that showed 13 individuals fleeing from the boat.

“The investigation is still ongoing,” Cota said.

Huntington Man Arrested for Threatening Laguna Resident

A 51-year-old Huntington Beach man was arrested by Laguna Beach Police on Wednesday, Nov. 28, after reportedly making threats to a Laguna Beach resident earlier this month.

LBPD Sgt. Jim Cota said on Nov. 15, a Laguna Beach victim reported a threats incident involving the suspect, Mitchell Todd.

“Todd owns and operates a business which provides the release of doves at events,” Cota said. “Todd was hired by the victim to release the doves at his son’s funeral. Based upon a dispute on the day of the funeral involving scheduling and payment, Todd did not render his services nor was he paid. Following the funeral, Todd began sending the victim text messages and voicemail messages demanding payment and making threats.”

Cota said police listened to the voicemail messages from Todd to the victim, where “Todd first threatened with court proceedings, but quickly appeared to become upset and further threatened to have specific people come to his work and to his relatives’ home until he was paid.”

“The last voicemail message from Todd to the victim was the distinct sound of a handgun slide being pulled back and released as if a cartridge (bullet) was being chambered,” Cota said.

Upon service of the search warrant at the residence on Wednesday, 57 firearms of various styles and calibers were seized, along with thousands of rounds of ammunition. Cota said only 12 of the firearms were registered to Todd.

Todd also had numerous Nazi paraphernalia and a confederate flag, which were photographed and documented.

“We are looking into the Nazi and confederate flag and any ties to hate groups,” Cota said.

In addition, over 200 doves were found at Todd’s residence and will be placed in the care of a family member.

Todd was taken into custody by LBPD detectives for violation of criminal threats without incident. Cota said Wednesday that Todd was being assessed by medical staff for a psychological evaluation.

Vehicle burglary. 2:04 p.m. 30800 block of Coast Highway. On Nov. 30 around noon, a woman’s wallet and purse were stolen from her car. She believes the car was locked. Total loss was $3,000.

Hit/run. 3:52 p.m. South Coast Highway and Cleo Street. A truck was hit by a private limousine bus, which continued to travel southbound on Coast Highway. The right side of the vehicle was “smashed” and the owner was unable to get into the vehicle.

Traffic stop. 11:33 p.m. Oak Street and Glenneyre Street. A 57-year-old Laguna Beach man was arrested for DUI.

Friday, Nov. 30

Grand theft. 11:05 a.m. 400 block of Legion Street. A person reported finding an ad on Craigslist for a rental property and wiring $1,900 through Chase bank. They wanted to report the lost funds.

Grand theft. 4:03 p.m. 31800 Coast Highway. A person reported that while she was a patient at a hospital, her purse was taken from the chair next to her during an appointment. Total loss was over $1,000.

Retired CHP Lieutenant Convicted for Attempting to Molest Fictitious Teen in Laguna

A now-retired California Highway Patrol lieutenant was convicted on Thursday, Dec. 13, of attempting to commit unlawful sexual acts with a fictitious 13-year-old girl, whom he believed was real, after meeting the girl online and engaging in explicit sexual conversations.

Stephen Robert Deck, 64, of Carlsbad, was found guilty on Dec. 13 of one felony count of attempted lewd acts upon a child under 14. Deck was sentenced to one year in county jail and mandatory sex offender registration. The verdict marks Deck’s second conviction—the first was in December 2009—as the case was re-tried following a reversal on appeal.

Deck first initiated contact on Feb. 12, 2006 and began engaging in sexually explicit conversations online with aperson he believed to be a 13-year-old girl. Deck was actually communicating with an adult volunteer from a nonprofit organization that works to protect children from online sexual predators.

“Over several days, Deck had numerous online and phone conversations with a woman who told him she was a 13-year-old girl,” prosecutors said. “He inquired if the girl liked older men, made graphic sexual statements and sexually suggestive comments about eating pie, and arranged to meet the ‘victim’ in Laguna Beach.”

On Feb. 18, 2006, Deck drove from San Diego County to Laguna Beach intending to engage in unlawful sexual acts with the fictitious 13-year-old, according to the Orange County District Attorney’s office.

“When Deck arrived at the pre-arranged location, he was in possession of a digital camera and key lime pie, and several condoms were located in his car,” prosecutors said.

Deck was arrested after attempting to contact the fictitious 13-year-old girl. At the time of the offense, he was an off-duty CHP lieutenant.

“Deck was originally convicted in December 2009 and was sentenced to one year in county jail, five years of probation, and lifetime sex offender registration,” OCDA officials said. “Though the conviction was affirmed by the California Court of Appeal, it was ultimately reversed by the federal 9th Circuit Court of Appeal, resulting in the need to re-try the case. Deck had already served his original sentence, so he was immediately re-sentenced with credit for time served, including the re-imposition of sex offender registration.”

Traffic stop. 1:09 a.m. Laguna Canyon Road and Laguna Canyon Frontage Road. A 23-year-old Laguna Niguel woman was arrested for DUI and held for $2,500 bail.

Vehicle burglary. 6:55 a.m. 31600 block of Sea Bluff Lane. A window of a Ford F150 was smashed and a pilot’s flight bag was taken from the vehicle.

Vehicle burglary. 7:35 a.m. 31700 block of Seacliff Drive. The back driver-side window of a Land Rover was smashed and a purse was reported stolen from the vehicle. The suspect was a man wearing a jacket with a “Coors” logo on the back.

Vehicle burglary. 7:37 a.m. 31400 block of Monterey Street. The driver-side window of a car was smashed and a briefcase was taken from the vehicle.

Busy. 12:48 p.m. 2100 block of Park Avenue. A virtual kidnap scam was reported. Parents were told over the phone that their child had been taken.

Adam Jason Taylor, 31, of Yorba Linda, was arrested for an outstanding harbor court warrant after being seen wandering around a dog park. Taylor was reportedly following families out of the dog park and stood behind one woman’s vehicle while she was loading it.

Vandalism. 8:03 a.m. 900 block of Quivera Street. A resident reported that an unknown subject threw a concrete block through their vehicle window around 5:15 a.m. The incident was caught on security footage from a neighbor’s house. Nothing was taken from the vehicle.

Pedestrian stop. 11:29 a.m. 300 block of Glenneyre Street. A 62-year-old Laguna Beach man was arrested for two outstanding harbor court warrants for public intoxication, each with a $10,000 bail.

Pedestrian stop. 2:10 p.m. 1200 block of Ocean Front. A 32-year-old Laguna Niguel man was arrested for an outstanding north court warrant.

Drunk driving. 12:03 p.m. A 62-year-old man was cited for possession of drug paraphernalia and driving with a suspended license after reportedly driving “all over the place” and “almost hitting curbs and other vehicles.”

Medical. 12:39 p.m. 200 block of Ocean Avenue. A man was reportedly attacked and was found bleeding from his finger and face on the steps of the historical society building. The man could not remember where the attack occurred and was transported to Mission Hospital.

Traffic collision. 12:47 p.m. A 47-year-old Perris man was arrested for an outstanding warrant after getting in a two-vehicle collision.

Drunk driving. 9:49 p.m. 500 block of Glenneyre Street. A 38-year-old Costa Mesa man was arrested for DUI and held for $2,500 bail. Someone reportedly saw the man and his passenger stumble into cars before getting into their vehicle.

Traffic stop. 12:45 p.m. 300 block of Broadway Street. A 32-year-old La Mirada man was arrested for an outstanding central court warrant.

Traffic collision. 2:34 p.m. Glenneyre Street and Mountain Road. Following a three-car traffic collision, a 30-year-old Santa Ana man was arrested for possession of methamphetamine ($500 bail) and drug paraphernalia ($500 bail).

Traffic stop. 4:40 p.m. 30900 block of Coast Highway. A 38-year-old Lake Forest man was arrested for outstanding central court warrants for a stop sign violation, failure to maintain registration card with vehicle, no proof of insurance, and driving without a license.

Vehicle Burglary. 4:48 p.m. 500 block of Legion Street. A screwdriver was reportedly used to open a locked vehicle. The owner was unsure what items were taken.

Keep the peace. 9:36 p.m. Coast Highway and Vista Del Sol. A woman reported riding in a Lyft and said the driver was “out of his mind” and yelling at her to get out. She refused to get out. Eventually the woman left the vehicle, but not before vandalizing it.

Traffic stop. 3:51 a.m. Jasmine Street and North Coast Highway. A 33-year-old Westminster man was arrested for DUI and held for $2,500 bail.

Check on condition. 12:42 p.m. 8th Avenue and Hedge Lane. A large tree fell on top of two vehicles and blocked the road.

Check on condition. 1:23 p.m. 200 block of Moss Street. A large eucalyptus branch fell on a vehicle, blocking the road, driveway areas and nine vehicles. There were no injuries, but a window was broken in a nearby building.

Battery. 1:28 p.m. Coast Highway and 3rd Avenue. Michael Hector Granados, 28, of Lake Forest, was arrested after reportedly slapping a driver. While Granados was being detained, he reportedly spit on officers and was charged with resisting arrest, domestic battery and felony resisting an executive officer ($25,000 bail). Granados was held without bail due to a probation violation.

Drunk driving. 9:22 p.m. 3200 block of Laguna Canyon Road. A 36-year-old Aliso Viejo man was arrested for DUI and held for $2,500 bail.

Friday, Feb. 1

Traffic stop. 12:36 a.m. Moss Street and South Coast Highway. A 35-year-old San Clemente man was arrested for DUI and held for $2,500 bail.

Traffic stop. 1:10 a.m. 300 block of Broadway Street. A 28-year-old Anaheim man was arrested for DUI and held for $2,500 bail.

Drunk driving. 1:27 a.m. 1400 block of Regatta Road. Henry John Richter IV, 51, of Huntington Beach, was arrested for DUI, with a prior offense, and held for $10,000 bail. Richter reportedly told a resident that he was “a little drunk” after pulling into the person’s neighborhood.

Traffic stop. 2:02 a.m. Oak Street and South Coast Highway. A 41-year-old Mission Viejo woman was arrested for DUI and held for $2,500 bail.

Pedestrian stop. 11:24 a.m. 100 block of North Coast Highway. A 44-year-old Santa Ana resident was arrested for an outstanding San Bernardino Central Court warrant for trespassing and held for $15,000 bail.

Traffic stop. 3:21 a.m. S. Coast Highway and Diamond Street. A 33-year-old Huntington Beach man was arrested for DUI and held for $2,500 bail. The man was also charged with driving with a BAC of .08 or higher.

Pedestrian stop. 5:32 a.m. 200 block of Laguna Avenue. A 50-year-old Santa Ana man was arrested for an outstanding Harbor Court warrant.

Verbal threats. 5:28 p.m. 200 block of Saint Anns Drive. Someone reported that last Wednesday, a person made verbal threats about “shooting up the place.”

Friday, Feb. 8

Traffic stop. 1:40 a.m. 9th Avenue and Coast Highway. A 59-year-old Villa Park man was arrested for DUI and held for $2,500 bail. The man was also charged with driving with a BAC of .08 or higher and false identification to a police officer.

Sleeper. 5:28 a.m. 400 block of Glenneyre Street. Someone reported a transient man sleeping on the property. The man also appeared to have “urinated all over the area” as well. Alan Michael Harrison, 34, of Laguna Hills, was arrested for two outstanding Harbor Court warrants—one for possession of drug paraphernalia ($2,500 bail), and one for possession of methamphetamine ($10,000 bail).

Disturbance. Cypress Drive and Jasmine Street. 3:37 p.m. A man was reportedly yelling and pacing in the area; callers believed he was under the influence of drugs. A 46-year-old Laguna Beach transient was arrested for public intoxication and held for $500 bail.

Thursday, Feb. 7

Traffic stop. 10:30 p.m. 20600 block of Laguna Canyon Road. A 67-year-old Lake Forest woman was arrested for DUI and held for $2,500 bail.

Wednesday, Feb. 6

Animal calls. 8:16 a.m. 3000 block of Via Buena Vista. A resident reported that their dog was attacked by two German shepherds. The resident had a bloody finger as a result of the fight.

Property. 4:21 p.m. Forest Avenue and Third Street. A person reported finding a diamond ring near Naked Dog Bistro.

Vehicle burglary. 5:17 p.m. 300 block of Forest Avenue. A person reported that their locked car was broken into and a purse worth approximately $1,200 was stolen. The person also reported that their stolen credit card was used in Huntington Beach.
