Police Prepare for Stoner Holiday

Police will be deploying this weekend to stop and arrest alcohol and drug-impaired drivers in the department’s ongoing traffic safety campaign.

DUI saturation patrols will also deploy earlier than usual Friday, April 20, between 4:20 p.m. and 3 a.m. in areas with high frequencies of DUI collisions and or arrests.

This date is associated by many as a “national holiday for cannabis culture,” police Lt. Tim Kleiser said in a statement.

Theories about the holiday’s origin are about as numerous as there are strains of cannabis at the typical pot dispensary.

Police say that researchers who examined 25 years worth of data found a 12% increase in the relative risk of a fatal traffic crash after 4:20 p.m. on April 20 compared with identical time intervals on control days. For teen drivers, the risk is even higher.

Officers will be looking for signs of alcohol and or drug impairment, now nearly twice as prevalent among drivers than alcohol impairment. Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol, Kleiser said.

The cost of a cab ride home is cheap compared to the $10,000 in expenses from a DUI, he said.

Tip Leads to Drug Raid

Surveillance of a home prompted by a tip led police Thursday, April 12, to avert a possible heroin overdose, arrest five people on an array of alleged charges as well as seize drugs and mail belonging to local residents.

Of seven people described by police as fraudulent Airbnb occupants in a home in the 31000 block of Virginia Way, one of those detained was transported for medical treatment to overcome a heroin overdose. A large baggie of heroin was located in his underwear, Sgt. Jim Cota said.

When police initially contacted a woman outside the house, she immediately made a call and detectives heard crashing noises from within the property as if someone was destroying property, he said. A vehicle near the home was registered to a convicted burglar on probation, who was spotted on the balcony of the home.

Those arrested in the raid include Daniel Eric French, 32, Laguna Niguel; Savannah Rose Mendes, 22, of Pacifico, Calif.; Haley Ruml, 22, of Hungtinton Beach; Annastacia Angel Stevens, 27, of Mission Viejo; and Cory James Weil, 25, of Garden Grove.

A search of the residence revealed heroin, methamphetamine, hypodermic needles, and assorted mail from Laguna Beach residents, Cota said. He said the investigation is continuing.

Extortion Scheme Frightens Parents

$

A frantic mother called Laguna Beach police last week even as she was holding a conversation on another phone with a person claiming to be holding her son and demanding a ransom.

Detectives determined that her son was safe and that the call was a hoax to attempt to coerce the mother to wire money out of the country, said Sgt. Jim Cota in a statement.

A similar call about a phony kidnapping and ransom demand frightened another set of Laguna parents last Aug. 7 and came to the same result.

Last week’s call originated in Mexico, said police spokeman Jordan Villwock. As did the one in August.

The caller knew the name of the child and the mother could hear a child screaming in the background, Cota said.

Extortion schemes to trick the victim into paying a ransom often draw on information obtained through unsecured social media accounts, Cota said. Their success depend on fear and speed, as criminals know they have a brief time to exact a ransom before the victims unravel the scam or authorities become involved.

To avoid becoming a victim, look for these possible indicators: callers who insist you remain on the line, prevent you from contacting the “victim” and demand wire transfers, Cota said.

Thursday, April 19

Vehicle stop. Coast Highway. Deserie Enedina Garcia, 30, of Sante Fe Springs, and James Roger Saaf, 20, of Santa Ana, were arrested for suspicion of felony possession of stolen property, including pay stubs, checks and bills belonging to others. A Texas man was arrested for suspicion of assault after he allegedly wielded a knife and slashed a patron in a fast food restaurant Saturday, April 28, police said.

A Jack-in-the-Box employee who pursued the fleeing suspect saw him enter a car and provided a description to police, who were able to locate the fleeing vehicle, Sgt. James Cota said. Police stopped the vehicle with Texas plates near Myrtle Street and North Coast Highway and the occupant matched the description provided by witnesses, Cota said.

A knife with blood residue and a handgun were located in the trunk of the car driven by Alan Warren Anderson, 59, of Kerrville, Tex. He was charged with felony assault and held for $25,000 bail.

Anderson allegedly answered a perceived insult by taking out a folding knife from a back pocket and lunging at the victim, who was with friends in the restaurant dining room, Cota said. The victim sustained an eight-inch superficial laceration to his torso, police said.

The suspect fled on foot, but was followed by an employee who observed Anderson enter a black Mercedes Benz with Texas license plates and drive north.

Cinco de Mayo Partyers Need Transit Plans

Those celebrating Cinco de Mayo need to have a safe and sober ride home as police will be deploying this weekend to stop and arrest alcohol and impaired drivers.

Patrols will deploy starting at 5 p.m. happy hour Saturday, May 5, and 3 a.m. Sunday morning in areas with high frequencies of DUI collisions and or arrests.

Going out for a night of drinking without a plan for getting home safely is a recipe for disaster, Lt. Tim Kleiser said. “When you drive impaired, you run the risk of killing yourself or someone else. You will be looking at jail time and the average DUI costs about $10,000.”

Friday, April 27

Wednesday, April 25

Disturbance. 100 block of S. Coast Hwy. 10:30 a.m. Brett Michael Bolin, 28, of Laguna Beach, was arrested for suspicion of felony vandalism and held for $20,000 bail. Boy Emerges Uninjured From Sand Collapse

A young child buried by sand when he fell into a hole that collapsed on Aliso Beach was extracted without injury, authorities said.

Lifeguards who were alerted by a bystander about the 5:45 p.m. cave-in Friday, June 22, were able to free the child’s face and supplied the boy with oxygen, said lifeguard Capt. Jason Young. Even so, he was “extremely scared and distressed.”

With the tide rising, lifeguards and firefighters mobilized to build a trench towards the ocean to prevent water from inundating the site where they were digging to uncover the youth, Young said. “It’s a very dangerous position.”

Young said the boy was running on the beach and fell into a hole dug out and abandoned by another beach-goer. An ordinance prohibits excavations deeper than two feet and lifeguards do issue warnings about carving deep holes in the sand, but they can’t see every one, Young said.

Seven adults and two children, as well as two dogs and a snake, were displaced from the home, whose upper level was red tagged due to damage, Garcia said. The rest of the home was deemed uninhabitable, he said.

Domestic Violence Report-Turned-Standoff Ends in Arrest

Slade Carlton

Slade Carlton

A Laguna Beach man was arrested Monday, July 30, following a report of domestic violence that escalated into an hours-long standoff, according to Laguna Beach Police officials.

Just before 9 p.m. on July 30, officers were dispatched to a residence in the 400 block of Poplar Street for domestic violence report, Sgt. Jim Cota said in a press release. A woman at the residence stated that her husband had assaulted her and that there were five children who were still inside the home. She said there was a handgun inside their bedroom and that her husband had threatened to use it in the past.

“Officers attempted several times to speak with her husband, identified as Slade Carlton, but he refused to cooperate and exit the residence,” Cota said. “Out of an abundance of caution and concern for the safety of the children, additional resources were requested including detectives, two canines, an LBPD police drone, and the Orange County Sheriff’s Department SWAT team.”

Cota said after hours of negotiations with Carlton, he chose to walk out of the residence with the children and surrender to officers. Carlton was arrested for domestic violence, willful cruelty to a child and false imprisonment. He was transported to the Laguna Beach Police Department where he was booked and later transported to Orange County Jail.

The suspect then turned and struck the teenager in the head with a large metal flashlight.
