Five people were injured, two severely, in a two-car collision late Monday near Laguna Beach’s northern city limit and a 19-year-old driver was arrested for suspicion of felony drunk driving, traffic investigators said.

Two 19-year-old passengers suffered life-threatening injuries after being ejected from a car that veered across Coast Highway near El Morro Elementary, rode up onto the shoulder and overturned into oncoming lanes and a northbound vehicle, CHP spokesman Ray Scheidnes said Tuesday, Feb. 9.

Driver Kathia Isabel Rodriguez, of Fullerton, a 10-year-old passenger both suffered minor injuries in the 9:10 collision, Scheidnes said.

The 56-year-old passengerlate Monday, Feb. 8 in the car that collided with Rodriguez also suffered moderate injuries, a CHP statement says.

Investigators have yet to determine why Rodriguez lost control of a 2004 Ford traveling southbound on Coast Highway about 9:30 p.m.

The CHP issued an appeal to witnesses who might be able to assist in the inquiry.

Lifeguards rescued passengers from a boat taking on water near Heisler Park.

Laguna Beach lifeguards and Good Samaritans came to the aid of passengers on a stalled powerboat pushed by waves onto a shoreline reef about 5:40 p.m. Sunday, April 3.

“They were in a perilous position,” lifeguard Chief Kevin Snow said in an interview this week.

The outing by boat owner Alberto Vumigo of Anaheim turned treacherous when his 18-foot vessel lost power off of Heisler Park when kelp fouled the propeller of the outboard motor, Snow said. With the boat captain unable to restart the engine, wind and waves pushed the vessel towards rocks jutting from the water and in the surfline of Picnic Beach, he said.

Vumigo and his daughter, who wore a life jacket, managed to get out of the boat that ran aground on the rocks, said Snow, whose reports indicated two other passengers remained on board.

That account disagrees with one from local resident and ocean swimmer Leigh Bell, who said he alerted authorities as waves slammed the drifting boat into rocks.

Before lifeguards arrived, he said he scrambled across the reef to reach the boat. Bell said the boat operator pushed his terrified 3-year-old daughter into his hands. Bell, in turn, passed the child to two other civilian rescuers who assisted by wading into the surf.

Responding lifeguards slid the boat that was taking on water off the rocks and guided it onto the sand, Snow said.

Bell saw the father exit the boat and hurriedly run to find his daughter.

“They were very fortunate to get on the rock without anything happening,” said Snow, noting that the boat ran aground two hours before high tide, which would have made the situation riskier.

No charges will be filed, Snow said.

Police Issue Phone Scam Warning

Police issued a warning about a telephone scam where the calling party identified themselves as a police captain and appeared to be calling from the department’s non-emergency number.

The individual demanded that a resident withdraw $2,000 in order to avoid arrest for a supposed warrant for not attending jury duty, says police spokesman Sgt. Tim Kleiser.

No police or governmental agency will solicit money for fines by phone, said Kleiser, warning residents to avoid falling prey to another scam involving a demand for a money order, gift card, or wire transfer. “If you receive this type of phone call, always verify who the caller truly is; do not use a phone number they provide you as verification,” he said. “Usually, the number provided by the thief will go to a voice recording message.”

Buyer’s Remorse? Police Say Otherwise

Two women traveled 60 miles from Moreno Valley and paid thousands of dollars for cosmetic procedures by a Laguna Beach plastic surgeon known for breast reconstruction and face-lifts.

When the patients arrived at the doctor’s office last week, however, they were met by fraud investigators, Sgt. Tim Kleiser said.

Police suspect the women submitted phony credit applications for “Brazilian” derriere lifts, which cost $14,200 and $8,200, respectively. When the women cancelled scheduled medical appointments, police say it wasn’t a case of buyer’s remorse.

They came to the office last week to request a refund to their real personal credit cards and were arrested, Kleiser said.

Makeida Blackman, 27, and Donicka Baker, 39, were both arrested for suspicion of grand theft, identity theft and obtaining money under false pretenses, said Kleiser, who did not know how they knew each other.

Seat-Belt Avoiders Take Heed

Police say they will make a special point of ticketing unbelted passengers beginning Monday, May 23, as part of a pre-Memorial Day campaign, one of the busiest travel weekends of the year.

Corporal Darrel Short uses the nystagmus test to detect if a motorist is suspected of drunk driving at a checkpoint near Aliso Beach on Sunday, May 29. Photo courtesy of LBPD.

A police checkpoint near Aliso Beach resulted in the arrest of one suspected drunk driver and a second motorist detained on other criminal charges between 8 p.m. and 3 a.m. Sunday, May 29, says a statement from police.

A total of 1,658 cars passed through the checkpoint. Of those, police briefly questioned 1,000 motorists about whether they had been imbibing and inspected their driver’s licenses. Eight more were cited for operating a vehicle without a current license.

Police say that checkpoints are an effective deterrence to drunk and drugged driving, but fewer motorists and lawbreakers were snagged in the most recent one.

Last August, for comparison, at a similar six-hour checkpoint near Irvine Cove 2,200 cars went through and police arrested six suspected drunk drivers, seven others for license suspensions and another for drug possession.

August is a busier period, said Sgt. Tim Kleiser.

Within minutes of police using traffic cones to create a choke point south of Wesley Drive on Coast Highway, servers at 370 Common, a downtown Laguna Beach restaurant, warned patrons about departing southbound due to a checkpoint. The server said he learned about the checkpoint from an online app.

Kleiser said he lacked data to say if phone apps are having an impact in rerouting scofflaws.
