Police Target the Unbuckled

Laguna police join a national seat belt enforcement crackdown that begins Monday, May 19.

Despite a seatbelt usage rate of 97.4 percent, California still has 800,000 or more drivers who aren’t belted in and stand a 50 percent greater chance of being killed in a collision than those who do.

The cost for going unbuckled is a minimum of $161 for a first offense and a minimum of $490 for an unbuckled child.

Monday, May 5

Citizen contact. 500 block of Forest Ave. Shareese Diana Moore, 23, of Aulander, N.C., and Patrina Monei Merola, 27, of Lemon, Calif., were re-arrested for suspicion of car theft. They came to the police station to retrieve property seized on May 1 from a car reported stolen in Georgia in December.

Burglary. 20600 block of Laguna Canyon Rd. 4:18 p.m. Someone swiped two laptops worth $1,200 from the marine mammal center.

Rape. 24400 block of Health Center Dr. 10:34 p.m. A sexual assault is under investigation and police declined to provide any details.

Drunk driving. Coast Hwy. 6:22 a.m. Ciara Norton, 29, of Laguna Niguel, was cited for suspicion of DUI and held for $10,000 bail due to a prior offense.

Tuesday, May 6

Public intoxication. 200 block of Forest Ave. Adrian Barlow, 37, who is homeless, was arrested for suspicion of being under the influence without a prescription. When booked, he failed to fess up to the heroin in his wallet, earning two additional felony charges.

Wednesday, May 7

Burglary. 2500 block of Laguna Canyon Rd. 4:10 p.m. A $150 banjo and Macbook were reported stolen. No further details were available.

Thursday, May 8

Hit and run. S. Coast Hwy. 7:35 p.m. Jose L. Vazquez, 39, was cited for a misdemeanor for fleeing after allegedly clipping a parked car.

Hit and run. Park Ave. 5:42 p.m. A 12-year-old boy suffered minor abrasions and was transported home after he lost control while skateboarding down Park Avenue and hit the back end of a car at Wendt Terrace.

Disturbance. 300 block of Ocean Ave. 6:13 p.m. A 47-year-old homeless woman was cited for being under the influence of a controlled substance.

Friday, May 9

Rape. 31800 block of Coast Hwy. 1:55 p.m. Police are investigating an allegation by a 19-year-old, who reported being raped by a co-worker at his home.

Burglary. 300 block of N. Coast Hwy. 6:08 p.m. A mosaic of a hamburger worth $7,000 was stolen after someone made entry through a front window.

Suspicious person. Thalia St. 6:27 p.m. Philip Hess Regan, 48, who is homeless, was arrested for suspicion of child annoyance after allegedly harassing young girls at the beach.

Saturday, May 10

Traffic stop. 1300 block of N. Coast Hwy 2:21 a.m. Ismael Hernandez, 20, of Santa Ana, was held for no bail warrants.

Traffic stop. 1300 block of Coast Hwy. 3:37 p.m. Robert Charles Woodward, 25, of Hemet, was arrested for three outstanding warrants as well as an additional DUI charge.

Petty theft. 500 block of S. Coast hwy. $250 in cash was taken out of a valet drawer; a similar theft occurred the previous week.

Petty theft. 1100 block of Marine Dr. 6:15 p.m. Care giver Randy Pasion Sarmiento, 37, of Lake Forest, was arrested for suspicion of theft and elder abuse, accused of stealing jewelry and cash. Bail was set at $20,000.

Grand theft. 200 block of N. Coast hwy. 6:20 p.m. About $600 in clothing items were taken from a room, whose rear window is accessible from a public park walkway.

Sunday, May 11

Traffic stop. Woodland Dr. 2:08 a.m. A 36-year-old Orange woman was cited for DUI and held for $2500 bail.

Traffic stop. Upland Dr. 2:30 p.m. A 28-year-old Dana Point woman was cited for DUI and held for $2500 bail.

Traffic stop. 100 block of N. coast Hwy. Carlos Anthony Cruz, 34, of Long Beach, was held for multiple warrants. Bail was set at $50,000.
