Two pedestrians crossing Coast Highway in a South Laguna crosswalk suffered minor injuries after being sideswiped by a car Wednesday, July 8.

The 11:34 p.m. accident occurred in the crosswalk at Coast Highway and Eagle Rock Way, said Sgt. Tim Kleiser.

The two on foot were visiting from China; one suffered minor cuts to the arm and the other had a possible broken toe, Kleiser said. The vehicle has not been found, he said.

Beach Outing Ends in Arrest

Three children found unattended on Main Beach about 4 p.m. Sunday, July 12, led to the arrest of their parents, suspected of neglect. Police allege the mother was in a restroom using drugs while the kids played on the beach; she was arrested for suspicion of being under the influence, Sgt. Tim Kleiser said.

The children, ages 6, 8 and 10, were all taken to Orangewood Children’s Home and Child Protective Services was notified, Kleiser said.

The mother, Julie Black, 46, of San Dimas, reported the children missing two hours after police transported them to the police station, where they were provided with dinner, Kleiser said. “She was instructed to come to the Police Department and showed up with the children’s father,” which Kleiser identified as Leeroy Richard Black, 55, also of San Dimas.

The pair were both arrested for child neglect and additional charges, Kleiser said.

A Family That Closes Ranks

After a bar bouncer ejected a 16-year-old Laguna Beach youth with a fake ID, police arrested one of his adult siblings for resisting arrest and pepper sprayed another for interference, police said.

Sgt. Tim Kleiser said a female was doused with pepper spray in the 200 block of Ocean Avenue Saturday, July 11, about 11:44 p.m. after she ran up behind officers trying to detain the teen, who was attempting to leave with an Uber driver.

“Security officers at the Marine Room had to assist the police officers in preventing others from approaching the officers while they were trying to legally detain two people,” Kleiser said.

The patriarch of the clan believes the pepper spray was unjustified, but wants to see video before pursuing a complaint.
